Google made two changes in AdWords algorithm which will do following two things:
1. Improved how they normalize the formula for taking into account ad position when calculating an ad’s click-through rate.
2. Enabled more ads to reach the top ad spot, through a revised ad promotion algorithm.
According to the Google AdWord Blog:
![]() these improvements better evaluate the precise quality of your ads and improve the way we determine which ads show in the yellow region above the search results. We also wanted to emphasize that AdWords has always accounted for the influence of ad position on CTR and removed it from the Quality Score. This specific improvement updates this system to make it fresher and more accurate.

i suspect that these changes won’t affect high positions much, but more lower postions with decent cTR’s.
